For adding attachments to quotes you should follow next stept:
Click on Quotes submenu from CRM module.
Click on
then click on Quotes Settings.
Click on Attachment, click on Browse your file then double click on your file to upload it.
To select wich attachments you will send by email, scroll down in Send by Email window then select the attachments by clicking on the check marks.
