To acces Regional Settings you have to go to Settings module and then to Regional submenu.
From here you can change Timezone, Date Format or First day of Week.
Also from here you can set a language as default, select what languages to be active or to delete a language by clicking on the Grey.
You can also create a new language but the language need to be configured.
Don't forget to Save.Regional
